4. Update on Non-Commodity Costs.
Recent weeks have seen unprecedented movements in electricity non-commodity costs.
High voltage transmission network (TNUoS) costs have been expected to rise over time due to the government’s Clean Power 2030 strategy. In May the network operators published figures showing April 2026 costs +25% on 2025. At the end of July Ofgem published a consultation suggesting 85%+, but the final figure (published Jan 26) could be higher still.
In July the government finally approved the construction of the Sizewell C power station. This is to be funded through the Regulated Asset Base levy (RAB Levy), but no information on costs to suppliers was given beyond an estimate of 0.3-0.4 p/kWh on average over the next ten years., then rise gradually over the construction period, but this week it was confirmed that full amount would be billed to suppliers from 1 November’25, however the date has now changed to 1st December’25 at a cost of 0.354 p/kWh..
